The recent commotion surrounding the Panorama hotel in Ha Giang shows the provincial administration’s ineptitude in managing its most precious resources.

The Panorama hotel and coffee shop was erected on the Ma Pi Leng Pass of Ha Giang, one of the most popular tourism destinations in Vietnam’s northern highlands. But there is no legal document, not even a construction profile, to justify its existence.

The first time I visited Ma Pi Leng was three years ago. On my motorbike, along the winding slopes, I saw towering limestone cliffs, silvery rivers and valleys that spread out as far as the eyes could see. It was an ecstatic, heart-thumping experience.

When I was going down a hill, a group of children sprang out from the side of the road. They were dusty, unkempt; one was carrying her younger sibling, while another wore no pants. They were trying their hardest to snatch whatever was on my motorbike. I revved up my engine, hoping to outrun them, but they just kept chasing until their figures eventually disappeared behind the tree line.

Ha Giang Province is blessed with some of the most spectacular mountain scenes in the country, an idyllic refuge for anyone who craves the quietude and serenity of a life detached from the madness of big cities. But every year, the government still has to transport hundreds of tons of rice for the people of Ha Giang. The children I saw earlier were just pixels in the big picture of the poverty that plagues the region. Ha Giang’s nature, as dazzling as it its, has not done much to propel the economic fortunes of the province’s downtrodden.

This time, I’d come to Ha Giang to figure out why the controversy raging around the hotel. I was also keen on seeing how the region has changed after all these years.

Some of the scenery stayed the same. Houses and huts with dilapidated roofs stood on several mountain slopes. Children with ragged nor no clothes were still to be seen.

But the six-storey hotel stood out like a sore thumb.

Built on top of the Tu San cliff, the most beautiful location in all of Ma Pi Leng, the hotel came up after Meo Vac District authorities called for investors to build a place where tourists could rest their feet. A year later, the work was done and the hotel opened to the public.

But that’s not how this story ends.

In tears, the hotel’s owner, 57-year-old Vu Thi Anh, told me that the land where the hotel was erected on used to have nothing. There were only rocks and pebbles, where no plant could grow. Since the day the first stone was laid until the day it was completed, she didn’t sleep or eat much.

She said she wanted to bring more tourists to the region so that the people could have a better life. While admitting that she knew the hotel was an unapproved project, “it did not deserve to be either dismantled or shunned.”

People do frequent the hotel. They eat, they drink, the go sightseeing and they take pictures. The hotel’s always filled with laughter, though some patrons are aware it is an illegal enterprise.

As I sat on the highest balcony of the hotel and watched the sun go down behind the Nho Que River and the mountains standing opposite, I felt strangely calm. On the paths leading up to the mountain’s huts, I could see silhouettes carrying large bundles of wood on their backs, swaying side to side as the last light of the day started to fade away from the horizon.

There will be more investors and businesses interested in capitalizing on the beauty that Ha Giang’s been gifted with. If it wasn’t Vu Thi Anh, it would have been someone else who built a different hotel or establishment somewhere in Ma Pi Leng.

Anh’s hotel is not solely born out of her aspiration and resoluteness. It is also a product of its time, of the tourism market’s potential to grow and meet the needs of more and more travelers satisfying their wanderlust.

Whenever one reads socioeconomic reports about Ha Giang and Meo Vac, they would most certainly think there was little the region could do to improve itself, save for farming. But the hotel on the Ma Pi Leng pass, though illegal, was not a minor investment. It is proof that there is more to Meo Vac than the picture painted by the reports; that the district can grow financially and economically through tourism.

But how did it come to this? Local authorities have not figured out a way to deal with either the illegal hotel or the public criticism, while travelers and nature lovers feel betrayed knowing that the area’s natural state has forever been altered. Vu Thi Anh might end up losing everything she has poured into the hotel’s construction.

Panorama’s story is not simply its own. It tells us that the best things this poverty-stricken land offers is poorly utilized and made useless. It tells us that local authorities don’t care enough for such things, and even worse, have no vision or strategy to grow the region’s economy.

The head of the provincial Department of Transport has said that one of the factors behind the illegal hotel is that the province has no detailed development plan, because it has no budget to draw one up. And if this situation persists, there will be more Panoramas illegally erected along Ma Pi Leng at some point in the future.

There’s no definite, easy answer when it comes to dealing with Panorama. Should it be dismantled, fined or simply let be? An unapproved hotel that did not go through any legal process or safety checks, if left be, would signal a breakdown of law and order and create a bad precedent. If it is dismantled, it would be a huge waste of the time, effort and money spent on building it.

If Meo Vac and Ha Giang authorities had considered construction requirements in the area, Panorama could have been built in a different location without violating the law. It could have been an environmentally-friendly structure that easily blends with Ha Giang’s natural beauty instead of an odd, aberrant block of cement standing ungainly amidst the province’s mountains and valleys. I wonder what exactly do Meo Vac officials talk about in meetings to develop the district’s economy if not about proper directions and methods to utilize investors and their capital to develop the region.

At the end of the day, no one and nothing should be above the law. The hotel might very likely have to go. But I’m afraid Panorama’s fate would not be the last of its kind. As long as there’s no strategy or planning for development, any project can easily go down the drain in Meo Vac or Ha Giang. As long as authorities stay ignorant and clueless, disaster awaits.

[Editor’s note: The Panorama hotel, situated on the Ma Pi Leng Pass, Meo Vac District of the northern Ha Giang Province, has been in the news after it was revealed that it had no construction approval and negatively affected its surroundings.

The hotel was also built on top of a land plot reserved for agriculture, which has not been converted for non-agricultural purposes yet.

Mastercard lists Hanoi, HCMC among top 20 Asia-Pacific travel destinations

Hanoi is in 15th position and Ho Chi Minh City in 18th among Mastercard’s top 20 Asia-Pacific destinations for international travelers this year.

Mastercard ranked 161 cities in the Asia-Pacific based on the number of overnight international arrivals and travel spending, using data primarily from national tourism boards.

Last year Hanoi received 4.8 million overnight international visitors, who stayed for 3.8 days on average while the southern metropolis had 4.1 million arrivals who stayed for 5.3 days, according to the annual Asia Pacific Destinations Index drawn up by the U.S. payment company, released last Friday.

The average spending by foreign tourists was $78 a day in Hanoi last year and $98 in Saigon, much lower than in Bangkok ($184), Singapore ($272), Kuala Lumpur ($142), Phuket ($247), or Bali ($125), it said.

The top five destinations in the list were Bangkok, Singapore, Kuala Lumpur, Tokyo, and Seoul, welcoming over one-fifth, or 22 percent of all overnight visitors to the region’s top 161 cities and regional centers in 2018.

Last year the region received 342.2 million business and leisure visitors, up from 159.1 million in 2009, representing 8.9 percent growth annually.

During the period spending by travellers grew by 10.2 percent to more than double from $117.6 billion to $281.1 billion.

While many Asia Pacific destinations are basking in the growth led by mainland Chinese travelers, South Korea and Japan have also emerged as major source markets, the report noted.

Mainland China accounts for 18.2 percent of international overnight arrivals, South Korea for 9.1 percent and Japan for 6 percent.

“While the world’s economic, geopolitical, technological and societal landscapes have all changed dramatically since Mastercard launched this research 10 years ago, one thing has remained constant: the desire of ever-growing numbers of people to explore the world beyond their own borders,” Rupert Naylor, senior vice president of Mastercard Advisors in Asia Pacific said.

Last year HCMC and Hanoi were among the world’s 100 most visited travel destinations, a Euromonitor International report said.

Teenagers arrested for groping, robbing British woman in Hoi An

Hoi An police have detained two teenage boys for trying to grope a British visitor and snatching a handbag from her.

Vo Quang Truong, 16, and Dang Ngoc Luc, 18, have been placed under criminal investigation, police said Saturday.

Initial investigations indicate that Truong, Luc and 15-year-old Nguyen Viet Duc were riding their motorbikes on Bach Dang Street in the ancient town of Hoi An on September 7. When they saw the British woman walking alone, they stopped their motorbikes and attempted to grope her.

However, the woman resisted them. During the struggle, she dropped her handbag, which they took and drove away. The handbag contained her iPhone, some cash and personal documents.

Truong and Luc snatched another foreign tourist’s handbag on September 11. Based on camera footage, local police arrested the trio the same day.

Duc has been released on bail. Police are expanding the investigation.

Hoi An is one of the most peaceful towns in Vietnam and a highly popular tourist destination. However, in recent years, overcrowding and street crimes are undermining its charms.

In February, police arrested four teenagers for a series of robberies targeting foreigners during the Lunar New Year holiday.

Municipal authorities plan to plant more trees, cultivate flower gardens and create more performance spaces on HCMC’s Nguyen Hue pedestrian street.

The city’s Department of Zoning and Architecture said it will increase greenery in and around the Ho Chi Minh Statue Park in front of the City Hall by planting more trees and flower gardens.

This will be part of efforts to give a facelift to the landscape of the broad Nguyen Hue Boulevard on which a large strip in the middle was made an exclusively pedestrian zone in April 2015. The place is now a popular tourist attraction.

City Chairman Nguyen Thanh Phong said it was necessary to take advantage of spaces in front of restaurants and hotels on the pedestrian street to serve art performances and allow food stalls to meet the growing demand of locals and foreign tourists.

He said advertising billboards with foreign languages bigger than Vietnamese language boards will be removed. “Local authorities have to crack down on street vendors who harass foreign visitors.”

Street vending on the street was banned in April 2016, but people with baskets selling snacks and toys can still be found.

Work on a lotus-shaped water fountain is expected to be completed this month at the intersection of Nguyen Hue and Le Loi streets, which would become a key crossroad since it lies at a confluence of rapidly rising constructions, malls and other commercial activities.

Nguyen Hue, which runs from the City Hall to Ton Duc Thang Street along the Saigon River, has welcomed thousands of visitors every day since it turned pedestrian. The street gets particularly crowded during the weekends and holidays.

Saigon received more than 4.2 million foreign tourists in the first half of this year, 10 percent up from a year ago, underlining its reputation as an increasingly popular global destination.

HCMC and Hanoi were among the world’s 100 most visited travel destinations in 2018, a recent report by Euromonitor International said.

Tour operator Vietravel’s proposed airline meets conditions to apply for the PM’s investment approval, Vietnam’s aviation authority says.

The Civil Aviation Authority of Vietnam (CAAV) has submitted this conclusion to the Ministry of Transport after an appraisal of the plan to establish Vietravel Airlines, deputy head of CAAV Vo Huy Cuong told VnExpress Thursday.

With Vietravel Airlines, the tour operator plans to provide charter flights for its own customers travelling to tourist destinations. The airline will operate 3 aircraft by 2020 and 8 by 2024, according to Vietravel’s proposal.

According to CAAV, the planned growth of Vietravel Airlines’ fleet is in line with demand from Vietnam’s other aircraft operators as well as overall national aviation plans.

Vietravel Airlines’ model to operate a charter fleet serving its own customers should be encouraged, as no other enterprise in Vietnam has this model, CAAV said in its report. Currently, around 30 travel companies in the world, including TNT Vacations (U.S.) and Nord Wind (Russia), operate their own aircraft, the report noted.

However, CAAV also warned that there are potential difficulties in Vietravel choosing secondary airports in Vietnam for its network, because tourists often come from central locations such as Ho Chi Minh City, Hanoi and Da Nang.

In the event its planned charter flights end up being inefficient, Vietravel Airlines will likely be forced to operate and park overnight at major airports such as Noi Bai (Hanoi), Tan Son Nhat (HCMC) and Da Nang airports, putting further strain on an already overloaded infrastructure.

Vietravel needs to develop flexible flight plans if it wants to operate at these main airports, as the company will have difficulty booking slots as a new market entrant into the market, the CAAV report cautioned.

However, it also said that Vietravel’s proposal to headquarter its airline in Phu Bai Airport, central Hue Town, is in line with national infrastructure development plans, which envisages an upgrade to the airport between 2020 and 2030, with additional landing slots and parking space.

Vietravel already organizes charter flights with partners. In the last two years it has been operating around 300 flights a year, both domestic and international.

Vietnam currently has 6 airlines: Vietnam Airlines, budget carriers Vietjet Air and Jetstar Pacific, the Vietnam Air Services Company or VASCO, Bamboo Airways, and newly-licensed Vietstar Airlines, a military-run company.

Last year, the aviation industry served some 50 million passengers, up 10.1 percent from 2017.

Vietnam wants to offer nightlife to attract tourists

Vietnam wants to develop more nighttime activities including shopping and amusement to help attract tourists and persuade them to spend.

Prime Minister Nguyen Xuan Phuc has ordered government agencies to study China’s efforts in this area and adopt a similar model. In Beijing, shops and restaurants which open from 8 p.m. to 6 a.m. could receive a subsidy of $70,000, and areas which operate at least 12 hours at night get $700,000.

Nguyen Cong Hoan, deputy director of travel agency HanoiRedtours, told VnExpress International that evening is when tourists spend generously on entertainment and shopping, and therefore a nighttime policy would benefit the country.

“Major cities like Hanoi and Ho Chi Minh City have night markets, but there is demand for more activities. The country needs more restaurants, malls and entertainment areas remaining open after midnight to attract tourists.”

Vietnam has been focusing on nature and cultural tourism, while recreational tourism such as theme parks, shopping centers and late-night shows still have a long way to go, he said.

Hoan pointed out this is why the rate of returning foreign tourists is low compared to countries like Thailand and Singapore. According to the Pacific Asia Travel Association, about 10-40 percent of first-time visitors to Vietnam return, while the rate is 80 percent in Thailand.

“Sightseeing attracts one-time tourists, but shopping and entertainment keep them coming back,” said Hoan.

In China, night catering consumption jumped 47 percent last year from 2017, two percentage points higher than daytime growth, according to Xinhua News Agency.

Nguyen Quoc Ky, CEO of leading tourism firm Vietravel, said revenues from evening services could be much higher than in the day, but most tourism companies are focused on daytime activities, he said.

Apart from markets and backpacker areas, they do not offer tourists many other options at night, according to some tour operators.

Other industry insiders said night clubs, gaming zones and karaoke bars could be revenue spinners at night, and transport services and cross-border financial transactions should also be developed.

But some experts also expressed fears. Economist Ngo Tri Long said a nighttime economy could make drugs and prostitution more commonplace, which is the reason why the country has been reluctant to sanction late-night activities.

Thorough research is needed to see which urban areas are suitable for such policies so that locals’ lives are not affected, he said.

Vietnam’s GDP grew by 6.76 percent in the first half of this year, the highest rate for the period since 2011, according to the General Statistics Office. The Asian Development Bank last week forecast GDP growth of 6.8 percent for the full year, the highest in Southeast Asia.

14 resorts have villas, swimming pools and restaurants encroaching on public beaches in Da Nang, a city official said on Monday.

Public beaches are defined as stretching 50 meters from the water, where no construction is allowed, Luu Xuan Hung, head of Ngu Hanh Son District’s Urban Regulation Department, said.

The violators include Pulchra Resort on Truong Sa Street, which has five villas on public beaches, and the Olalani Resort on Vo Nguyen Giap Street, which has a four-story structure that encroaches 130 square meters into the public beach area, Hung said.

All were built within the last decade.

Da Nang authorities used to allow resort investors to manage the beach area around their buildings.

But following public criticism that resorts tend to block public beaches from the public and reserve them to their customers, the city has changed its policy.

It has started work to build roads leading to the beaches through resorts to give access to the public.

The coastal city, usually considered the third most important in Vietnam after Hanoi and HCMC, is a top tourist destination.

Da Nang a top summer destination for Hong Kong travelers

Da Nang City is among the top 10 Asia-Pacific summer destinations for Hong Kong travelers, the South China Morning Post says.

Citing data compiled by travel search engine Kayak, the Hong Kong-based newspaper has ranked Da Nang third among 10 most popular destinations for Hong Kong holidaygoers to enjoy summer holidays based on an increase in flight searches.

Kayak data shows that the search frequencies of flights in the next two months from Hong Kong to Da Nang has seen a year-on-year surge of 246 percent.

“Hong Kong travelers are looking to discover new destinations this summer, and are not afraid to explore further from home,” Matthew Wong, Kayak’s senior Asia-Pacific regional manager.

Fukuoka in Japan was the most sought destination, with flight searches surging 304 percent year-on-year, followed by Chiang Mai in Thailand (270 percent).

Melbourne and Sydney in Australia came in fourth and fifth on the list. The rest of the top 10 included Busan in South Korea, Thailand’s Phuket, Sapporo and Okinawa in Japan and Taiwan’s Taichung.

Da Nang, home to the beautiful My Khe Beach and a neighbor to the popular ancient town of Hoi An, has a busy summer agenda with its signature international fireworks festival taking place every Saturday from  June 1 to July 6 along the Han River.

Last year, Da Nang received 7.6 million tourists, 2.87 million of them foreigners, a 23.3 percent increase year-on-year.

South Korea, mainland China, Japan and Hong Kong are the four groups of foreign visitors with the highest growth rates in the central city.

Several new international flight routes have been launched to connect Da Nang with other Asian destinations, including mainland China, Hong Kong, Singapore and South Korea.

Last December, Jeju Air, another South Korean low-cost airline, began operating flights everyday between Daegu City and Da Nang. The Daegu-Da Nang flight takes around five hours. Korean Air, the oldest and largest air carrier in Asia, also launched a direct air route between Busan and Da Nang last year.

Malaysian budget airline AirAsia last April launched direct flights from Thailand’s Chiang Mai to Da Nang.

Vietnam’s private budget airline Vietjet Air plans to operate the Da Nang-Tokyo daily flights from October 26 onwards. Each flight will take around seven hours.

Earlier this year, the New York Times ranked the city among 52 best places to go in 2019, dubbing it “the Miami of Vietnam.”

Travel magazine Live and Invest Overseas, which calls itself “the world’s savviest source for top opportunities to live better, retire in style, invest for profit, do business,” voted Da Nang among world’s most livable cities last year.

Australian travel website Finder chose Da Nang as one of the best travel destinations for 2019.

The scenic spots of different north-central Vietnamese provinces will be introduced to the world via two separate programs powered by Google Arts & Culture and YouTube, under a partnership agreement between local tourism administrators and the tech giant.

The tourism department of the north-central province of Quang Binh announced on Tuesday that it will work with Google Asia Pacific to promote travel destinations in the province and its neighbors, including Thua Thien – Hue Province, Da Nang City and Quang Nam Province.

The campaign comprises two programs, to be launched separately on two platforms run by Google – the ‘online museum’ Google Arts & Culture and video-sharing site YouTube, The Thao & Van Hoa (Sports and Culture) newspaper reported on Wednesday.

An exhibition of more than 1,000 photos featuring the picturesque and spectacular attractions in those Vietnamese localities will be hosted on Google Arts & Culture at www.artsandculture.google.com from the third quarter of this year.

Launched on February 1, 2011 by Google in cooperation with 17 international museums, Google Arts & Culture allows the public to access high-resolution images of artworks housed in the initiative’s partner museums. The platform also allows visitors to take ‘virtual tours’ to explore places and natural wonders across the world.

The Vietnam-themed photos and videos to be showcased on Google Arts & Culture were collected in the four localities from June 6 to 24. Besides the beautiful landscapes, the outstanding cultural works will also be featured in this online exhibition.

In the meantime, the second program, ‘Google Adventure Vietnam,’ is a series of videos produced to expose Vietnam’s tourism potential to the world.

Filming for the program is underway in Quang Binh, Quang Nam and Da Nang from June 24 to 28, with famous international and domestic YouTube content creators invited to discover local cultures, cuisines and people and document their experiences in videos to be shown on the video-sharing site.

The foreign YouTube content creators, referred to in the program as ‘online tourism ambassadors,’ come from Germany, Taiwan, South Korea, and the Philippines.

The publishing schedule for ‘Google Adventure Vietnam’ remains undisclosed.

Ho An Phong, director of the Quang Binh tourism department, said the cooperation with the U.S. tech titan is an honor for his agency, given the huge audience base of both Google Arts & Culture and YouTube.

Google Arts & Culture attracts nearly 370 million views from over 66 million users worldwide, while YouTube has over 1.9 billion monthly users, with 57 percent of travelers across the globe watching its videos for important information.

According to Phong, the department will continue working with Google in the future to promote tourism in international markets via its search engine and other services, while developing a digital marketing system for the sector.

Being a nuisance to visitors is a silent threat facing Vietnam’s tourism industry, but not much is being done about it.

Just because tourists don’t file complaints doesn’t mean they are satisfied with their experience in Vietnam. We know that many never bother to return, and we only have our irresponsibility and ignorance to blame.

Throughout the last 20 years I have worked in the aviation and tourism industry in our country, I’ve witnessed many issues troubling tourists and travelers – traffic jams, dirty streets, unsanitary food, and so on.

But today, I want to talk about one issue in particular that is shackling our tourism industry and could potentially cripple it forever.

I’m talking about how our tourists are literally stalked in every corner by vendors and beggars, and how we force overpriced products on them, praying on their naivety and lack of knowledge about Vietnamese culture and customs.

Take any mountainous area that has tourism potential. A bunch of kids and vendors follow you at every step, trying to sell you something. Even taking pictures might cost you money.

Or take some of Vietnam’s most beautiful beach towns like Da Nang or Nha Trang. The fact that restaurants in areas popular with tourists often hike up their prices for foreigners is nothing new to a seasoned traveler. Authorities have tried to crackdown on this practice, but the problem persists.

Even the airport is not a safe zone. There have been so many cases where tourists are greeted by taxi drivers upon arrival, saying they have been assigned to receive them. Only later do they realize that they have been scammed and forced to pay more than $100 for a short taxi trip.

Foreigners who know little of Vietnamese streets or language are especially vulnerable to these tactics. It’s no coincidence that they are some of the most frequently targeted victims of thieves and robbers in broad daylight.

The situation has been like this for years. This is why despite having a rich culture and great scenic beauty, Vietnam fails to attract many visitors to return to the country.

As tour organizers, we can’t solve this problem on our own. The responsibility to solve it also rests on our officials’ shoulders. But, unfortunately, the best response they can muster is a few apologies from some big shots on television. When taxis scam tourists, the relevant ministry should be held responsible. When vendors stalk customers, the police have to step in; neither tour guides nor tour agencies can tackle this problem effectively.

Ignorance is not bliss

For all the rhetoric that we hear about tourism being identified as a key sector, we are showing irresponsibility and ignorance that will hurt us in the long run.

A traveler who visits Vietnam this year but doesn’t come back the next might not be a big problem now, but if it keeps happening for the next five or 10 years, the results can be devastating.

Many foreigners find it hard to report their dismay to authorities because of language barriers, and this makes some officials think that everything is okay. These people find it easy to disregard or dismiss issues by saying they have never received any actual complaint.

What we need to do right now is to create a grading system for our provinces to assess how well they are managing to develop their tourism scene. The grading can be done by our own tourists, tour agencies and tourism experts, and these results should be compiled digitally. It should be easy to do. A quick survey can be provided by tour agencies and be completed online anytime, anywhere.

Numbers don’t lie. This grading system may finally put an end to our reliance on data like number of tourists visited or Gross Domestic Product contribution to determine how effective our tourism industry is. Some categories I would like to see included are: how well order and security are maintained for tourists; how clean is the environment; and how developed is the infrastructure.

I grew up on one of the busiest streets in Hanoi for tourists, and I’ve seen things that would make no traveler want to return here.

It’s time we put an end to that. Now.
